The Johnstown Public Library first opened in 1957 as a branch of the Newark Public Library. It was originally located within a single room of the Town Hall at the Monroe Township House. In 1995, Mary E. Babcock provided funding for the project to purchase land to construct a brand new, modern facility to accommodate the growth and demand of the Johnstown community. The new Mary E. Babcock Library opened in early 2006 with 4 times the floor space and 3 times more computers than before.
Additionally, the Mary E Babcock Foundation has worked to digitize the Johnstown Independent newspaper . The scope of the project includes the Johnstown Independent from June 14, 1884 through December of 2007, with the exception of 1899 which has no known copies.
